Levick graduated from Walt Whitman High School in 1975, after which he attended the University of Maryland, majoring in political science.
He went on to work for a public interest research group run by Ralph Nader in Michigan before receiving his law degree from American University in 1987.
Levick’s work took him to Guantánamo Bay in Cuba, where he agreed to represent a dozen Kuwaitis detained as suspected terrorists following the 9/11 attacks. Levick’s firm created a two-tiered P.R. strategy for the detainees.
He later wrote in a P.R. industry publication. The first part of the plan was to put a human face on the detainees, emphasizing their innocence and the need for the U.S. to treat them fairly.
The second part of the plan was to help the public understand that the issues faced by the detainees affect all Americans. Levick’s firm set up a website as a repository for information about the detainees.
However, the firm’s tactics were fiercely criticized by the families of victims, who accused them of manipulating public opinion in favor of the detainees. Levick continued to offer guidance to other clients facing crises.
